Job Description

CSCI Consulting is seeking an experienced Systems Engineer to support a complex, mission-critical financial management application. This role involves high-level systems analysis, integration, implementation, and ongoing production support. You will work across the full software development lifecycle, applying advanced business and technical principles to solve complex problems in a secure, high-performance environment. This position requires strong technical and administrative capabilities, along with a deep understanding of financial systems functionality and operations. 

Responsibilities
  • Analyze, design, integrate, test, and implement highly complex system components
  • Provide ongoing maintenance, incident response, and production support for a large-scale financial management system
  • Direct and participate in all phases of the software system lifecycle, including planning, evaluation, integration, and acceptance testing
  • Apply expert-level PL/SQL and Oracle database knowledge to manage and optimize application performance
  • Use UNIX shell scripting and cron tab for automation and task scheduling
  • Maintain technical documentation and adhere to established development and security protocols
  • Collaborate with cross-functional teams to ensure system reliability, scalability, and compliance
  • Utilize version control tools to manage and track software changes
Minimum Requirements
  • 5+ years of experience with the following, with at least 3 years of recent hands-on experience:
  • PL/SQL and Oracle Database 19c or higher
  • SQL, including DML and DDL
  • Intermediate proficiency with TOAD for Oracle
  • UNIX shell scripting and cron tab
  • Use of version control software (e.g., Git, Subversion)
  • Strong problem-solving and analytical skills with a proven ability to work independently and collaboratively
  • Excellent written and verbal communication skills
  • Active IAT Level II certification (e.g., Security+ CE, CCNA Security, CySA+, GICSP, GSEC, or equivalent) in compliance with DoD 8570.01-M requirements
  • Creativity and adaptability in problem-solving
  • Ability to work with clients to understand their needs
  • Strong organizational and time-management skills
  • Excellent written and verbal communication skills
  • Professional presence
Preferred Skills
  • Functional knowledge of Treasury Cash Accountability processes
  • Advanced use of TOAD for Oracle
  • Experience with software quality assurance (SQA) testing and tools like HP Quality Center
  • Familiarity with Java technologies (Java Beans, OC4J, JDBC)
  • Basic web development skills (HTML, JavaScript)
  • Experience using Subversion for version control
  • Experience with ServiceNow for enterprise configuration and incident management
  • Ability to work in a team environment, as well as independently
  • Strong customer and vendor relationship skills
  • Demonstrated ability to comply with data standards and policies
  • Motivation to learn new technologies and methodologies that demonstrate value
  • Past experience working with a federal agency / state or local government agency!
