and beyond, the organisation works with a diverse network of stakeholders, including hospitals,
government bodies, NGOs, and international donors.
Salary:
$110,000 plus Superannuation, depending on experience
Position Overview
Rozana Australia is seeking a qualified Policy and Planning Manager to plan, organise, direct, control,
and coordinate policy advice and strategic planning activities within Project Rozana. This senior
leadership position will play a key role in developing and overseeing organisational policies, long-term
strategies, and engagement with government, donors, and sectoral partners.
Key Responsibilities
As Policy and Planning Manager, your core duties will include:
• Developing, implementing, and monitoring strategic plans, organisational programs, and
internal policies to achieve Rozana’s goals and ensure compliance with international best
practices.
• developing, implementing, administering and participating in policy research and analysis,
ensuring outputs inform Rozana’s advocacy and programmatic work.
• Coordinating the implementation of policies and practices across departments.
• Establishing activity measures and measurements of accountability, and overseeing systems to
evaluate progress and performance.
• Overseeing and participating in the preparation of policy documents, internal strategies, briefing
papers, and formal submissions to government and development agencies.
• Consulting with and providing expert advice to board members, government stakeholders, and
strategic partners on key policy, program, and legislative issues.
• Representing Rozana in public forums, seminars, and cross-sectoral events including
negotiations and high-level meetings.
• Translate complex political, social, and health-related dynamics in the Palestinian-Israeli context
into actionable policy recommendations and partnership strategies.
• Support the integration of Rozana’s Australia-based initiatives with operations in Palestine and
Israel, ensuring policy coherence and knowledge transfer between teams.
• Ensuring organisational alignment with national and international policy frameworks in health,
development, and foreign aid.
Essential Skills and Experience
• A Master’s degree in Public Policy, International Relations, Political Science, or a closely related
field, with a demonstrated experience in conflict-affected regions.
• A minimum of five years’ professional experience in high-level policy development, strategic
planning, or international advocacy, preferably across multiple jurisdictions.
• Proven ability to design, lead, and evaluate strategic initiatives, planning frameworks, processes,
systems, and performance measures for organizations operating in both Australian and Middle
Eastern contexts.
• Extensive experience in engaging and negotiating with government bodies, international donors,
and civil society actors, ideally across Australian, Palestinian, and regional institutions.
• Exceptional communication skills, including experience preparing briefings, policy documents,
and strategic communications for diverse stakeholder groups.
• Arabic language skills are highly desirable, particularly for engaging with Palestinian institutions
and ensuring culturally appropriate communication and implementation.
• Demonstrated understanding of health systems, international development, and cross-border
program design, with an emphasis on the Palestinian-Israeli socio-political context.
• A history of representing organisations in international forums, policy negotiations, or crosscultural diplomacy.
• Working experience in both Australia and the Middle East, with established networks in
government and civil society in both regions, will be considered a significant asset.
• Experience supporting or establishing cross-border programs in politically sensitive or postconflict settings
