About the Role
Reporting to the Manager, People Experience, the successful candidate will be a seasoned HR generalist acting as an independent operator in a fast-paced environment. This role provides Tier 1 and Tier 2 HR advice, manages employee movement data, and supports the transition of new employees into the agency.
Key Responsibilities
- Recruitment & Selection: Manage the placement of vacancy advertising and support hiring managers with position description reviews, conducting job evaluations, and submitting for panel consideration.
- Onboarding & Compliance: Coordinate onboarding procedures, including all payroll-related information collation, compliance screening validation, and offer processes.
- Systems & Movements: Process employment movements, manage secondments, and handle internal reassignments to ensure the internal HR system (SuccessFactors) accurately reflects workforce deployment.
- Advisory Services: Provide high-level professional advisory responses to shared mailbox enquiries and deliver consistent, expert policy advice to leaders based on industrial instruments and legislation.
- Data & Reporting: Responsible for understanding P&C reporting requirements (internal and external) and analysing, organising, and presenting data and dashboards to assist with business decisions and the establishment governance process.
- Employee Relations Support: Support grievance processes and provide tools to leaders to reduce unnecessary conflict and enhance leader self-efficacy.
- Stakeholder Engagement: Build and sustain enduring relationships across People & Culture functions to enable the collaborative delivery of outcomes.
- Continuous Improvement: Identify and escalate trends to leadership to improve the employee experience and implement opportunities for better teamwork practices.
Skills & Experience Required
- Essential: Significant experience within the Victorian Public Service (VPS).
- Technical: Strong proficiency in SuccessFactors or similar HCM platforms (Oracle, etc.) is highly desirable.
- Expertise: Deep knowledge of workplace relations legislation, industrial instruments (EA), and VPS policies.
- Operational Style: A generalist and independent operator who can run processes with minimal teaching in a busy environment.
- Soft Skills: High level of maturity and a team-player attitude; remaining professional, polite, and respectful at all times.
